— Save as CSV is good enough if you won't need to update it often

—

I would recommend something like this:
https://www.npmjs.com/package/xlsx-stream-reader

If you need to keep it live / want to convert dynamically

— (You'll also need some code running on the web server)

— Is it possible to do it without using any library.

— Yes, but it will take a lot of code

— First of all, an excel file is a zip file, so you'll either need to use a library that understands zip files (use JSZip), or implement a zip reader by yourself (I don't recommend doing that)

— JSZip works in the browser

— DEC64 in JS when

— TRGWII thank you

— But you should use an xlsx library that works in the browser

— Since manually using a zip library to do it is worse

— I recommend only accepting CSV instead, or accepting pasting from excel, that's easier
