— Well, that's a diving you Hendi have to do yourself. i dont know, several ways to implement sessions

— AFAIK speed limit only in apache conf or nginx. but I maybe wrong. I will google it

— Depends on how you gonna serve video, you may do it through php

— Get request, check session id (set speed), send header, send content..

— It will use php proccess than down the machine. but thats maybe worth to try
